COMMUNICATION OF THE INTERNATIONAL CENTER OF THE ROERICHSOn 24 April, 2019, there was held the third court hearing of the Arbitration Court of Moscow within the framework of the judiciary process upon application by the Federal Tax Service of Russia through the Moscow Federal Tax Service of Russia No. 4 for the recognition of the International Center of the Roerichs (the ICR) as a bankrupt. Remember that the court in the first two sessions (24 January, 2019, and 2 April, 2019), satisfied the applications of the International Center of the Roerichs to adjourn the court session to give the parties an opportunity to agree on the procedure and deadlines for the payment of tax arrears by the ICR and to conclude a settlement agreement. Unfortunately, the ICR missed the deadline of 2 April, 2019, to prepare proposals for a settlement agreement draft. Taking this into account, the tax authority at court sessions on 2 April, 2019, and 24 April, 2019, insisted on considering the tax authority’s application to recognize the ICR as a bankrupt. There were also raised a few questions that signaled the miscommunication among the parties of the process. Thus, according to the information of the Moscow Federal Tax Service of Russia No. 4, the amount of the tax debt of the ICR today exceeds 50 million rubles, while according to the ICR, and it was confirmed by relevant bank statements, the debt owing to public support has decreased significantly and is about 43.8 million rubles. In this regard, the ICR filed a motion to adjourn the court session in order to formally clarify (reconcile) the current amount of the tax debt. The judge decided to grant the motion of the ICR to postpone the consideration of the case until 11 June, 2019. We have one and a half months to collect the funds necessary to pay 43.8 million rubles of the remaining debt. The International Center of the Roerich appeals to those who cherish the culture of Russia, who seek the triumph of justice and perceive a need to preserve the Roerichs’ heritage, to help us in raising funds to pay the debt. Only in this way we will be able to safeguard the work of our non-governmental organization, return illegally expropriated heritage to the ICR, and restore the activities of the non-governmental Nicholas Roerich Museum founded by Svetoslav Roerich. The fulfillment of the will of the Roerichs, the outstanding figures of world culture, now directly depends on the preservation of the work of the International Center of the Roerichs in the space of Russian culture. 19 paintings by Nicholas and Svetoslav Roerichs from the funds of the non-governmental Nicholas Roerich Museum of the ICR and other property belonging to the ICR were arrested by the bailiffs in February, 2018, as part of the executive proceedings in order to repay the organization’s debt to the tax authority. But so far the bailiffs have auctioned neither paintings nor other property, which provokes the introduction of the ICR in a state of forcible bankruptcy. Considering this circumstance and the decision of the arbitration court for a peaceful settlement of this judicial proceedings, the ICR as an owner of the property arrested by the bailiffs, invites all interested persons and organizations to consider concluding agreements with the ICR relating to the acquisition of the ICR’s property until 7 June, 2019, in order to repay the debt to the tax authority.
